In 2015, the validity of my Belgian passport and my ID-Card was expiring and thus I had ordered a new Belgian passport and ID-card at the Belgian Embassy in Bangkok.
At the same time, I ordered a Belgian passport and a Belgian ID-card for my daughter.
My daughter had the “double nationality (Thai – Belgian)”.
The Belgian Embassy was not able to “Validate” our ID-cards.
This had to be done at a City Hall in Belgium.
As we were in Belgium now, and we would more time in Belgium as I had estimated, we went to the City Hall in Diepenbeek to validate our ID-cards.
My ID-card was quickly validated, but validating the ID-card of my daughter was a problem.
The “PUK” code of the ID-card of my daughter was lost.
At the Belgian Embassy in Bangkok we received, together with the ID-cards, a sealed envelope with the “PUK” code.
The “PUK” code was needed to validate the ID-card.
In 2003, after our marriage, I made 3 files with all the information documents for each of us.
1. A green file for me.
2. A yellow file for my wife.
3. A blue file for my daughter.
I put the envelope with the ID-card code of me and my daughter in the appropriate file.
But, for an unknown reason, the envelope of my daughter her ID-card was missing.
I had also put the code into our phones for the case the paper code would be lost, but my daughter had lost her phone a few weeks before the trip and I forgot to transfer the code to her new phone.
The only solution was to order a new code for my daughter’s ID-card.
As I was filling in a formulary for a new “PUK” code, my brother went out of his mind in the City Hall and started to shout at me that I was a “clumsy” person and that I was not capable to handle a simple paper with a code.
Standing in the city hall and shouting in a way that would made Hitler look like a buy scout he started to shout:
“YOU HAVE NO ORGANISATION AND YOU ARE A CLUMSY PERSON”, he shouted.
My daughter and myself were astonished by his behaviour and all the people in the city hall were gazing at him.
As we went home, he kept shouting in the car that he was ashamed to be my brother and that I was unable to handle a simple piece of paper.
I started to have serious doubts about staying in his house any longer and feared for my daughter when I would be in the hospital.
His email, “Samui can sleep in the mobile home” kept going trough my head.
I started to think of moving somewhere else before the operation, but the time was too short to arrange anything.
Arrived home, I sent a message to the City Hall to ask where the “PUK” code of my daughter’s ID-card would arrive.

My brother kept quarrelling every day about the fact that my daughter had no valid ID-Card and was an illegal in Belgium and how clumsy it was from me to lose the “PUK” code of her ID-Card.
In reality, my daughter was still a THAI citizen who came to Belgium on a holiday and her stay was completely valid as leaving Thailand and entering Belgium was stamped in her PASSPORT.
But for my brother, he was required, according to the Belgian laws, to inform the local Police with 24 hours about our stay at his home and he would have problems because my daughter was an "illegal" in Belgium.
The clerk at the City Hall answered that the new code would arrive at the City Hall in about 2 a 3 weeks and he would call me to validate the ID-card.

But at 10 September I still had no “PUK” code, and as I was planning to send my daughter to school, a valid ID-card was required.
I wrote an email to the local City Hall to ask why it took so long for the “PUK” code to arrive.

The answer from the City Hall was that as this was a “special” case, receiving a new “PUK” code would require up to 6 weeks.
I was asked to wait another 2 weeks.
If I had still not received the “PUK” code, I would need to get back in contact with him.

I suspected that the clerk at the City Hall was doing something wrong and decided to contact the Belgian Embassy in Bangkok about the “PUK” code.

I contacted the Federal Government today about the PUK number and their reply was that this was most likely sent to the Belgian Embassy in Thailand. I have been told by the doctor that I will have to stay in Belgium for at least 6 weeks. That is why I like to know whether my daughter Trivino Y Garcia Caramen's new PUK number has arrived at the Belgian Embassy and whether there is a possibility to receive this number by email. The Belgian Embassy in Bangkok responded that they had send me an email a week ago (I never received that email), but they received a request to send the code back to the Belgian ministry.

First, I NEVER received an email about this.
Second, they send the “PUK” code back to the Belgian ministry, who will forward it to the local City Hall but the local City Hall never received it.
In other words, somebody was making a major fuck-up in all this.

(Conversation from municipal service is not clear). Good morning, I will briefly explain what it is about. I am domiciled abroad. In Thailand. I live with my daughter. I have custody of my daughter. That's all OK. In the course of last year I applied for the electronic identity card for myself and my daughter. My daughter is Belgian. I kept the PUK-Codes because the cards could not be activated in Thailand. Now I am in Belgium and it looks like I will have to stay in Belgium for a longer period of time. For medical reasons. I have activated my electronic identity card at the town hall in Diepenbeek, where I am staying. That was no problem. But I come to the conclusion that I cannot find my daughter's PUK Code. The municipality of Diepenbeek has applied for a new PUK Code, but that has already been more than 5 weeks and I need that PUK Code anyway because if they ... Yes, but that has already been 5 weeks. I went a few days later to the hospital for the operation and never heard again of these “PUK” codes again.
In January 2019, I was making a backup of the phone messages, call logs and calls before returning my daughter’s phone back to TRUE.
My daughters phone was purchased a few months earlier on a contract for 12 months and I was returning it before the end of the contract.
In this backup, I found the “mysterious” email that I never received.
Apparently, the Belgian Embassy send the new “PUK” code to my daughter (16 years old) and she didn’t paid attention to it.

Meanwhile, my daughter was chatting with her Thai school friends and telling how much she missed them and her school.
Also, that she had NO INTERNET CONNECTION OUTSIDE THE HOUSE!!!!!
My brother cancelled her internet connection already.
